Simon Ha, partner of Steinberg Hart, in a letter to the Los Angeles City Council, noted that the proposed ordinance’s provisions will raise constructions cost by up to 10 percent within the expanded Fire District, which contradicts the city’s purported goal to vastly expand affordable housing construction and address the residential deficit of nearly 500,000 housing units.
