Approximately $830 million of this funding is dedicated to the creation of the NBC Coastal Campus, an entirely new installation. An additional $170 million will be spent to renovate and redevelop existing assets and develop new facilities for the Naval Special Warfare Command at nearby Naval Amphibious Base Coronado.

The Coastal Campus redevelops 176 acres of the 400-acre Silver Strand Training Complex and provides administrative, operations, logistics, and special training facilities in support of the SEAL’s mission. Located on an environmentally sensitive site, the master plan was developed to create a campus atmosphere with logical, comprehensible connections between facilities, functions, neighborhoods, and development clusters. Development was concentrated within functional districts to create a walking campus connected by streets, bike paths, and pedestrian ways that emphasize views to the ocean.

Responding to an aggressive implementation schedule, Steinberg Hart delivered services that allowed the successful award of 22 separate MILCON projects within a five-year period. Campus development included an entirely new circulation and secure utility infrastructure that was constructed concurrently with as many as 12 active construction projects, requiring careful coordination so as not interfere with the on-going service mission of operations vital to the nation’s security.
